Our client is seeking an EPC Procurement Specialist to strengthen their expanding EPC services team and drive excellence across key projects. Located at Jurong East with a hybrid working arrangement.

Your new role

• Develop project-specific contracting strategies aligned with scope, risk, and market conditions from feasibility through execution.
• Manage end-to-end tender processes, including pre-qualification, tender evaluations, tender boards, and contract awards for EPC-related scopes up to EUR 5 million.

• Lead negotiations to secure optimal commercial terms, manage variation orders, and ensure compliance with procurement governance and industry standards.
• Administer procurement contracts, track performance, and ensure visibility, adherence, and effective utilisation.

• Maintain and govern approved supplier lists; organise vendor assessments, site visits, and technical/commercial reviews.
• Track contractor performance and ensure safety, quality, and delivery expectations are met.

• Oversee P2P workflows via ERP systems to ensure timely delivery of EPC materials, equipment, and services.

• Conduct internal and external analysis (market trends, cost drivers, risk assessments) to shape category strategies that optimise cost, quality, and operational continuity.

• Execute annual procurement plans, analyse spend, identify opportunities for improvement, and align initiatives with project and operations stakeholders.
• Review procurement processes and propose enhancements to improve efficiency, transparency, and control.

• Track KPIs including savings, contractor performance, safety compliance, delivery reliability, and P2P cycle times; recommend actions to drive improvement.

What you'll need to succeed

• Degree in Supply Chain, Business, Engineering, or related field.
• Minimum 5 years’ experience in procurement, contract management, or supply management.
• Strong commercial awareness and understanding of contract law.
• Proven negotiation and vendor management skills.
• Excellent communication, analytical, and stakeholder management abilities.
• Proficiency in MS Office and ERP systems.
